Belarus is distributing tents and relief supplies to refugees that have gathered near its border with Poland. Thousands of migrants have been waiting to cross into the European Union in freezing temperatures and dire conditions. The body of a young Syrian man has been found near the border, bringing the number of migrant deaths to 11.
Poland has accused Russia of masterminding the crisis. But Russian President Vladimir Putin says Western countries are ultimately responsible for the migrant crisis.
