Labour deputy leader Angela Rayner has described business secretary Grant Shapps' anti-strike bill as 'utterly stupid'. Shapps detailed his bill to ensure minimum service levels on Tuesday, asking why the opposition opposed a bill which he said would bring the UK in line with other modern countries.
