Ukraine officially began the heating season on Thursday. On the same day, Ukraine's national grid announced the implementation of strict power use restrictions from 7 a.m. to 10 p.m. and rolling blackouts to reduce daily electricity use. Official figures show that a third of Ukraine's power plants have been destroyed since October 10, but the Ukrainian government says it can keep the power system relatively stable.
