Ukrainian President Volodymyr Zelensky calls on international partners to adopt new sanctions against Russia if "Russia does not abandon its plans", including a ban on Russian oil and petroleum exports. International sanctions intended to punish Moscow have so far done little to slow the invasion, and the US says it is now discussing a ban on Russian oil imports with Europe.
