He added he had been 'humbled' by the whole investigation, and he thanked the senior civil servant for carrying out her report – which he said found his attendance at these events to be acceptable. Keir Starmer said the report was 'a monument to the hubris and the arrogance of a government that believed it was one rule for them, and another rule for everyone else'
