Michael Gove strongly hinted he will vote against axing the 45p income tax rate as Liz Truss faced a growing rebellion over her mini-Budget on the first day of Tory conference.

The former Cabinet minister said plans to remove the top bracket, which is levied only on those who earn more than £150,000 a year, was "a display of the wrong values".
